Public investment and housing construction contracts in an urban periphery of Latin America. The case of urban planning in Maipú during the development cycle, 1965-1976

Abstract

This study explores a cycle of boom and crisis of the State in housing matters. Specifically, it questions the budgetary and contractual aspects of housing construction in the commune of Maipú, as part of the Intercommunal Regulatory Plan of Santiago de Chile during the development cycle (1965-1976). It can be affirmed that, due to the significant participation of the private sector in the State's housing projects (CORVI and CORMU), Maipú was consolidated with relative success as a satellite city and pole of extractivist land development with balancing and inclusive features. As a consequence of this public-private agreement, a public offer stock of 10,652 units (5,510 apartments and 5,142 houses) was opened, concentrated in ten housing projects, which explains part of the explosive population growth that the commune had during the governments of Eduardo Frei Montalva, Salvador Allende and the first years of the military government. On the other hand, the budgetary abuses and the difficulties to fulfill the contracts reflected an undermining of the structures of the housing market, which led to the dissolution of their corporations three years after the democratic breakdown.
